This management method is divided into general principles, planning, planning and project establishment, drafting, review, approval and release, revision and review, and seven chapters of the Supplementary Regulations, which stipulates the contents and procedures for planning and making (repairing) plans for national food safety standards. The standard drafting process requirements, public solicitation requests, standard review procedures, standard approval approval forms, post-implementation management, etc., emphasize the scientificity of the food safety national standard formulation process and the principles of transparency in drafting and review.

The management approach emphasizes that the drafting of national food safety standards should be based on the results of food safety risk assessment and the results of risk evaluation of food safety and quality of agricultural products, taking into full consideration the level of social and economic development in China and the need for objective reality, with reference to relevant international standards and international Food safety risk assessment results are scientific and reasonable, open, transparent, safe and reliable.

The requirements of the management approach require that after the drafting of the standard is completed, opinions on the standard use units, scientific research institutions, industries and enterprises, consumers, experts, and supervisory departments shall be solicited. The criteria adopted by the Secretariat of the Review Committee in the first instance shall be publicly solicited on the website of the Ministry of Health.

The Food Safety Law stipulates that national food safety standards should be reviewed and approved by the National Food Quality Standards Review Committee. In order to ensure the quality of the standard review, the management method will review the review within the review committee into three stages: the first review by the secretariat, the review by the specialized subcommittee, and the deliberation of the director's meeting. At the same time, the sanitation supervision center of the Ministry of Health shall be added to the review.

The management measures pointed out that after the implementation of the national food safety standards, the review committee should review them in due course and propose proposals for continued effectiveness, revision, or repeal. The national standards for food safety that need to be revised shall be promptly incorporated into the revised project plan for national food safety standards.
